Québec’s immigration system is entering 2026 with a clear sense of direction and an increasingly refined set of tools to get there. On January 29, 2026, the province conducted its first Arrima invitation round of the year under the Programme de sélection des travailleurs qualifiés (PSTQ), issuing a total of 2,549 invitations across its four streams. A Monthly Target Taking Shape
This January round is no isolated event. It fits squarely within a broader 2026 strategy that aims to maintain a steady rhythm of approximately 2,500 invitations per month, providing candidates with a more predictable and consistent pipeline than in previous years.
Of the 2,549 individuals invited, the profile of successful candidates speaks volumes about the province’s priorities:
- 64.5% held a Québec diploma (1,630 candidates), underscoring the government’s clear preference for those who have already studied and integrated within the province
- 32.7% worked in strategic sectors (828 candidates), reflecting the ongoing push to fill critical labor market gaps
- 65.9% resided outside of Montréal and Laval (1,667 candidates), a figure that loudly confirms Québec’s regionalization agenda
A System Growing in Complexity
Perhaps the most significant development in this round is not the volume of invitations, but the increasing intricacy of how they are distributed. Compared to 2025, the January 2026 round introduces a notable multiplication of sub-categories within each stream, creating a more layered and nuanced selection architecture.
Stream 1: High Qualification and Specialized Skills received 1,094 invitations, divided into three sub-categories based on whether candidates hold a Québec diploma and the specific nature of their profession, each carrying its own point threshold.
Stream 2: Intermediate and Manual Skills followed with 683 invitations, similarly structured into three sub-categories with distinct scoring grids depending on candidate profiles.
Stream 3: Regulated Professions was the most granular of all, with 750 spots distributed across no fewer than five sub-categories, each tied to a specific list of eligible professions and its own minimum score requirement.
Stream 4: Global Talent rounded out the round with 20 invitations, targeting exceptional international profiles with rare or high-demand expertise.
What Candidates Need to Understand
The takeaway for prospective applicants is unmistakable: the PSTQ is becoming a more sophisticated instrument, and navigating it requires a sharper understanding of where you fit within its evolving framework. Holding a Québec diploma, working in a priority sector, or being established outside of the greater Montréal area now carries tangible, measurable weight in your candidacy.
As the only remaining pathway to permanent residency in Québec following the abolition of the PEQ, the PSTQ is bearing the full weight of the province’s permanent immigration ambitions.
